Hi, I'm Angella! I earned my Master's degree at George Mason University in Curriculum & Instruction with a concentration in Instructional Design and Technology. I also earned an additional e-Learning Graduate Certificate. I became interested in this field while working as the Human Trafficking Prevention Specialist for Prince William County Public Schools. I had many responsibilities in this position, including the role of curriculum development.
I am interested in finding a position that will allow me to explore and expand my skills as a User Experience (UX) designer. This area really speaks to me. I am intrigued with user-centered design. That concept excites me! I am also interested in creating engaging scenario-based training as an Instructional Systems Designer (ISD).

What I have learned about myself throughout the years is that I don't like to be bored! I would like to work for a company that allows me to think outside of the box to solve problems, that challenges my skills, and that gives me the space and ability to continue learning. I learn very quickly and I love to be challenged!

Short-Term Goals (1-2 years):

2019 - Present
State Trafficking Response Coordinator
Virginia Department of Criminal Justice Services
In 2019, I was hired as the first legislated State Trafficking Response Coordinator for the Commonwealth of Virginia. This position was codified in Virginia Code § 9.1-116.5.
While serving in this position, I designed and supervised the development of a unique comprehensive human trafficking data analysis system called Virginia's Analytics System for Trafficking (VAST). The VAST system utilizes state-level data to better understand case trends, indicators, and correlations with other criminal offenses. This allows for educated decisions to be made at the state level regarding dynamic response protocols and resource development.

I also secured a $1.7M federal grant that allowed for the creation and testing of a comprehensive response protocol in a portion of the western region of the Commonwealth that did not have any established response protocol. This protocol proved to be effective, with over 68 case identifications in 15 months.

My additional responsibilities included, but were not limited to:

Supervision of two employees;

Oversight of operational budget, federal grant funding, and the Virginia Prevention of Sex Trafficking Fund (Virginia Code § 9.1-116.4);

Identification, development, and coordination of foundational training courses for case managers, licensed clinicians, law enforcement, and other trafficking professionals;

Project management of e-learning course development;

Development of statewide partnerships between state agencies;

Development and maintenance of a directory of specialized human trafficking providers throughout the Commonwealth;

Design and maintenance of the human trafficking page of the DCJS website;
-
Design of a statewide logo to serve as the symbol of the coordinated state response to human trafficking;

Technical assistance to localities throughout the Commonwealth;

Coordination with multiple task forces and multidisciplinary teams throughout the Commonwealth;

Served on the DCJS Learning Management System (LMS) Workgroup;

Served on the DCJS Training Committee;

2015-2019
Human Trafficking Prevention Specialist
Prince William County Public Schools
From 2015-2019, I coordinated the Human Trafficking Prevention program for Prince William County Public Schools. This included scheduling and coordinating a 90-minute prevention lesson for all 8th and 9th grade students annually, case managing over 200 student victims, executing an annual media campaign that included a PSA in movie theaters county wide, training staff members, and giving in-person community presentations. I was also a member of the Greater Prince William County Human Trafficking Task Force and the Habitual Runaway Committee with PWC Police Department. I presented throughout the state of Virginia for numerous organizations, including ImPACT Virginia at their annual summits in 2016 and 2017. In August 2017, I was awarded the Champions for Children award from Prince William County Public Schools for my accomplishments with this program. I was honored to be on the team to develop statewide human trafficking training guidelines with the Virginia Department of Education (VDOE).

When we relocated from Tampa, FL to New Jersey we decided to begin our family. We had twin girls and I decided to stay home with them for several years. I remained in this position throughout the 6.5 years that we lived in New Jersey and for the first 2 years that we lived in Virginia. I returned to work in 2015. Although this timeframe can leave an open space on my resume, it was the best choice for our family and I'm grateful for the time that I had to concentrate on raising our two beautiful girls.

I became a police officer in 2001 and quickly worked my way from patrol to working in a plain clothes capacity as a prostitution decoy. I was assigned to the QUAD (Quick Uniformed Attack on Drugs) squad working in a plain clothes capacity on this narcotics team. I gained valuable experience in investigations, writing and executing search warrants, controlled buys, and court testimony. I left in 2007 when my husband was hired by a federal law enforcement agency and we were relocated.

I began officially teaching 5th grade during my internship when my supervising teacher was involved in a major crash and could not return. I took over the class as a long-term substitute that year. In 1999, I accepted my own 5th grade classroom. Although I enjoyed working with the students, I quickly realized the reality of the professional teaching landscape in Florida and made the decision to leave in 2001.
